Description of problem:

It appears for RHEL 9.0 - the rear package is not available for ARMARCH64

How reproducible:

sudo subscription-manager repos --enable rhel-9-for-aarch64-appstream-rpms
sudo dnf install rear

Steps to Reproduce:
1.sudo subscription-manager repos --enable rhel-9-for-aarch64-appstream-rpms
2.sudo dnf install rear

Actual results:
