Please branch and build c-ares in epel9.

If you do not wish to maintain c-ares in epel9,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS fantom);
please add me through https://src.fedoraproject.org/rpms/c-ares/adduser

The c-ares package is required for python-pycares.

c-ares RPM is available in rhel9 and c9s. Sorry for the mistake.
