Once qemu-kvm has been rebased to upstream v.7.2.0, create the new rhel-9.2.0 machine type for s390x and make sure the right options are set. Add necessary compatibility handling for the previous machine types (rhel9.0.0 and older).

For testing, please check whether migration from an older version of QEMU still works with the older machine types as expected.
