Describe the issue:
The documentation for RHCS 5 balancer[1] does not cover improvements in throttling section, like they are described in upstream documentation[2] for pacific version, on which RHCS 5 is based:

This information seems to be identical in the latest Throttle section of https://access.redhat.com/documentation/en-us/red_hat_ceph_storage/5/html-single/operations_guide/index#using-the-ceph-manager-balancer-module_ops as what can be found in https://docs.ceph.com/en/pacific/rados/operations/balancer/#throttling.

Please confirm that this is now showing as expected. If not, please specify what needs to still be updated.
