Describe the issue:
The documentation for RHCS 4 balancer[1] does not cover improvements in throttling section, like they are described in upstream documentation[2]:
[2] - https://docs.ceph.com/en/pacific/rados/operations/balancer/#throttling
 - even if this is for different upstream version than RHCS 4 is based on (nautilus), the code is already present in all RHCS 4 versions released (and upstream nautilus), and the options are working
 - the upstream docu for nautilus is also missing these options
