The issue is still that as described in bug 2046851, psi4 migrated to dependencies that are API incompatible with libraries in Fedora, while the problems with the obsolete version in Fedora with newer versions of Python have understandably not been solved by upstream. 

Unfortunately the API issues have still not been fixed upstream. Once this happens, I can have a look at updating the Fedora package... However, it may still take a long time and it is likely that Psi4 will have to be withdrawn from Fedora and go through another package review to be reintroduced.
