Description of problem: When filtering is applied on Templates page, Win11 and Win22 are filtered by Template provider as NOT-Redhat. 


Version-Release number of selected component (if applicable): kubevirt-console-plugin-container-v4.12.0-148


How reproducible: always


Steps to Reproduce:
1. Open Templates page
2. Open Filter menu
3. In Template provider section select "Other"


Actual results: Win11 and Win22 Templates are displayed

Expected results: Win11 and Win22 Templates are provided by Redhat, so they should  be filtered out 


Additional info: The Provider in these Templates is "Red Hat - Tech Preview".
