Description of problem:
The udica package version for RHEL 8.7 is udica-0.2.6-3.module+el8.7.0+16772+33343656.noarch.rpm and the RHEL 8.6 package is udica-0.2.6-4.module+el8.6.0+16771+28dfca77.noarch. So when we do a upgrade from 8.6 to 8.7 with yum command for container-tools module. The 8.7 version of the udica package will not be listed or installed during the process.

1. Install a 8.6 host and install container-tools module rhel8 stream
2. Update the repo file to 8.7 repos
3. Use yum module update to update the the container-tools module

In the repo I used for 8.7 the udica package is udica-0.2.6-3.module+el8.7.0+17064+3b31f55c.noarch.rpm, but it can not be installed or listed by the yum list command.
