Description of problem:
Non-admin cannot load MigrationPolicies page.

Error on UI: migrationpolicies.migrations.kubevirt.io is forbidden: User "test" cannot list resource "migrationpolicies" in API group "migrations.kubevirt.io" at the cluster scope

The error is from backend, if the backend does not support it, maybe we need to hide this page on UI for nonb-admin user

the MP page is not showing for non-admin user now
