RHEL 9.1 is shipping python-sqlalchemy 1.4 which breaks compatibility with openstack-designate. To resolve this we need to build and ship a python-sqlalchemy13 package which will be version 1.3 and conflict with RHEL's package, so that only our desired version is installed.
