project selector jumps

Description of problem: When non-priv user opens Virtualization Overview page, links on resource cards (VirtualMachines, Templates, Networks) have wrong URLs, that lead to "all-namespaces" instead of currently selected NS

Version-Release number of selected component (if applicable):

How reproducible: always

Steps to Reproduce:
1. Login as test/test
2. Create a project
3. Open Virtualization Overview page and click on any resource card number

Actual results: Project selector jumps to "All Projects"

Expected results: Project selector stays at previously selected project

Hi Leon,

I was able to reproduce the bug even with the admin user. Are you sure that the bug is related specifically to the non-priv user? Thanks.
