Created from redmine issue https://projects.theforeman.org/issues/35730 Upstream bug assigned to None Main issue: filter checkboxes get hidden if the filter has no rules. For example, "Include all RPMs without errata" is not available. Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/35730 has been resolved. Module Stream and RPM filter look like the one's in the PR.
