I am working this issue upstream currently. Changes are merged to RDO master. I am progressing the patches through the backport process.

Everything is merged upstream. Just needs release delivery intervention to allow this to be imported to non-importing RHOSP 17.0.

Obsoletes:        openstack-ceilometer-collector < %{epoch}:%{version}-%{release}

ceilometer API obsolete reference has been removed.
