Description of problem:
When creating a VMI, with no SRIOV interfaces, the log is filled with a warning log: 
found no SR-IOV networks to PCI-Address mapping. fall back to resource address pool.

virt-launcher logs show the warning logs every few seconds.

Expected results:
No such warning log to appear

1. Create a basic Fedora VM with no SR-IOV interfaces (or any secondary interface) on a bare-metal cluster with SR-IOV installed.
2. Follow the virt-launcher log for ~15 minutes:
$ oc logs virt-launcher-vm-fedora-h4fg5 -f | grep -i IOV

No output found.
