It'd be better to avoid stating that all persistent volumes can be statically provisioned in OpenShift. For example, at the time this is being raised, ODF itself doesn't support static provisioning.

One suggestion below: 

Storage plug-ins may support static provisioning, dynamic provisioning or both provisioning types.
