To support Azure Confidential VMs (https://learn.microsoft.com/en-us/azure/confidential-computing/confidential-vm-overview), there's an intention to build EFI Unified Kernel Image for RHEL and use its measurements for automatic root volume unlocking with TPM. To achieve that, two things are needed:

- 'systemd-measure' tool to use during kernel build to pre-calculate the expected PCR values.

- '--tpm2-public-key-pcrs=' option support for 'systemd-cryptenroll' to use expected (and not current!) PCR values for root volume unlocking upon kernel upgrade.

All this is available in v252.
