Description of problem:
satellite-maintain backup offline will disable sync plans, but if something goes wrong, the sync plan will not be enabled by the process.  

Actual results:
The offline backup appears to fail and "enable sync" never happened

Expected results:
Even if the offline backup fails, the sync plan should be enabled

Additional info:
Could you remove "sync-plans-disable" from the offline backup since the offline backup will stop the services?

Feels like a defect @bbuckingham to investigate further.
