Description of problem:

With RHEL9, due to the rebase to dracut-055, the root password is requested when booting with rd.break, unless root password is locked/disabled.

This is an issue because it makes the maintenance/troubleshooting become harder in case the root password is either lost or not in sync with the initramfs (typical use case root password was changed but initramfs not rebuilt).

IMHO this feature is more annoying than useful knowing that it doesn't provide any additional security and just makes it more difficult to recover the system.
