Description of problem:
Align the vm details page between devconsole and administrator

How reproducible:


Steps to Reproduce:
1. create a vm in devconsole 
2. check the vm details in topology sidebar
3.

Actual results:
Many options are missing in the details page in devconsole

Expected results:
The details page should be consistent as much as possible between devconsole and administrator
