Update to 9.18.10 (#2143258)
the-new-hotness/release-monitoring.org's scratch build of bind-9.18.10-1.fc36.src.rpm for rawhide failed http://koji.fedoraproject.org/koji/taskinfo?taskID=95589094 The scratch build failed due to source tarball signature verification
errors, which are expected and prove that the %{gpgverify} call in the
%prep stage works correctly :)

New changes need modifications to bind-dyndb-ldap again. And of course update to latest keys, mentioned by Michał in comment #7. Missing include prevents building in some cases, related to https://gitlab.isc.org/isc-projects/bind9/-/merge_requests/7376 Pushed into rawhide, created side tag f38-build-side-62034.
