Description of problem:
Currently ffmpeg fails to build in EPEL 9 now because jpegxl is below version 0.7.0. Please consider upgrading jpegxl to at least 0.7.0 so that ffmpeg can be built in EPEL 9.

According to DNF, there's only a few packages that need to be upgraded/rebuilt:

This is a incompatable upgrade.  It goes from libjxl.so.0.6 to libjxl.so.0.7

If we do this update, please remember to announce it, because it affects other repo's, and perhaps other users.

Another way to resolve this quickly is to generate a compat subpackage (as libjxl0.6) as part of the upgrade with the old version until everything is rebuilt.
