Description of problem:
Modify linked PR to warn when config file or key file is not mode 600.

The fail logic will be introduced in RHEL10.

How reproducible:


Steps to Reproduce:
1. Install fence_virtd.
2. Start fence_virtd.
3.

Actual results:
Config file is not mode 600, and there's no warning about it's permissions.

Expected results:
Config file is mode 600 (for new installs), and there is a warning if config or key files are not mode 600.
