Help icon is too big

Description of problem:
"?" icon/Help icon is too big in the VM Template's Disk tab.

Version-Release number of selected component (if applicable):
4.13

How reproducible:
always

Steps to Reproduce:
1. Go to Virtualization > Templates
2. Click on some template or create one/access VM Template's details
3. Click on the Disks tab and see the icon

Actual results:
Help icon is too big.

Expected results:
Smaller size if the icon - same as, for example, in the VM's Disks/Environment tabs - in size "small" (Patternfly Help icon).
