Sorry for the noise - upon closer inspection, the bug was introduced after pacemaker-2.1.4 was released and before pacemaker-2.1.5-rc1.  Therefore, it is not present in pacemaker-2.1.3 nor in any code backported to that release, and therefore is not present in RHEL-8.7.0.  In other words, there's no bug here that needs to be fixed.  I originally thought there was due to a misreading of git history.
