Description of problem:
Can't enter BIOS ver vnc client for RHEL8 vm

How reproducible:
always

Steps to Reproduce:
step:
1:create a rhel8 based bios vm
2: start vm with –paused
$ virtctl start vm-rhel8 --paused

Use vnc to connect the vm
$virtctl vnc vm-rhel8

From another terminal , unpause vm
$ virtctl unpause vm vm-rhel8

Actual results:
can't enter BIOS 

Expected results:
customer can enter BIOS

Deferred to next release 4.13 and incase you start VM as paused also enable "bootmenu enable=yes"  in DOMXML  and this should not be the case for a regular one.

Deferring to 4.14 due to the severity of the bug and capacity of the team.

verify with build: CNV-v4.14.0.rhel9-1486

step:

1:create a rhel8 based bios vm
2: start vm with –paused
$ virtctl start vm-rhel8 --paused

Use vnc to connect the vm
$virtctl vnc vm-rhel8

From another terminal , unpause vm
$ virtctl unpause vm vm-rhel8

in vnc console, can use "Esc" to enter boot menu and select
different way to boot vm.
