Description of problem:
As of xorg-x11-server-1.20.14-10.fc38, the X server build no longer requires xorg-x11-font-utils. See Bug 2145088. This means tigervnc can drop this BuildRequires too.

Not a huge impact for Fedora, this is cleanup with RHEL as primary target, see Bug 2142931

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.
