Description of problem:

The package gstreamer1-vaapi is not ExcludeArch: s390x, but it has unsatisfied dependencies on that architecture.

Version-Release number of selected component (if applicable): 1.20.4-1.fc38, 1.20.4-1.fc37


How reproducible:


Steps to Reproduce:
1. sudo dnf install qemu-user-static
2. mock -r fedora-rawhide-s390x -i gstreamer1-vaapi
3. mock -r fedora-37-s390x -i gstreamer1-vaapi

Actual results:

Error: 
 Problem: conflicting requests
  - nothing provides mesa-va-drivers needed by gstreamer1-vaapi-1.20.4-1.fc38.s390x
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)


Expected results:

Package installs successfully, as it does on fedora-36-s390x and fedora-35-s390x.
