Description of problem:

The %prep section that attempts to remove unnecessary files and the handling of license files is starting to get a bit long in the tooth. I'd like to revamp it and possibly make it a standalone script.

Expected results:
Cleaner specfile and more robust file removal logic

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.
