In test of below BZs, there are packages missing like python3-packaging which the irmc driver expected, however was not present in the containers. The result of which is when configured to use the irmc driver, the service fails to start.

Upon researching this issue further, we have determined that the appropriate fix was already back-ported to the 17.x branches.

16.1, and 16.2 are affected, 16.2's BZ was held open and we'll track this issue in that BZ. For 16.1, this BZ will be used. The fix is presently pending the build process.
