Description of problem:
dnf-plugins-core has broken dependencies in RHEL-8

Version-Release number of selected component (if applicable):
RHEL-8.8.0-20221213.0
python3-dnf-plugins-core-4.0.21-17.el8

Steps to Reproduce:
Run dnf repoclosure for mentioned packages

Actual results:
package: python3-dnf-plugins-core-4.0.21-17.el8.noarch from BaseOS
unresolved deps:
python3-distro


Expected results:
No broken dependencies

Additional notes:
This bug was generated by RTT semiautomatic reporting workflow

The problem is that the python3-distro is available in AppStream repository and not in BaseOS repository.

Although the BaseOS without AppStream repository is not strictly supported, this dependency issue prevents to perform any installation with just BaseOS repository as minimal installation crashes with following unresolved dependency error:

The requirement for python3-distro was removed in upstream - https://github.com/rpm-software-management/dnf-plugins-core/pull/475 and there is a PR for RHEL8 downstream https://github.com/rpm-software-management/dnf-plugins-core/pull/474
