Description of problem:
We still see failures in NM_reboot_openvswitch_vlan_configuration_var2 under the 9.2 package

Actual results:
The test fails in a bunch of repetitions.

fixed on main branch by https://gitlab.freedesktop.org/NetworkManager/NetworkManager/-/commit/e66b93b01e23a57090550b28eb5e34c88886fcbd

I am hesitant to backport this (for now), because it has non-trivial effects. Maybe later. Meaning, for now older branches remain not fixed.
