Description of problem:
system-config-language (console version) falls if /etc/sysconfig/i18n does not exist

Version-Release number of selected component (if applicable):
system-config-language-1.1.11-1 (and all other current versions on FC5, FC6, RHEL 4)

How reproducible:
always

Steps to Reproduce:
1. mv /etc/sysconfig/i18n <somewhere>
2. system-config-language
  
Actual results:
falls down with plenty of python error messages

Expected results:
Create i18n file

Fixed in system-config-language HEAD, and will be in next rawhide build
