Description of problem:

Minor update of OSP17.0 fails on overcloud update with the following error:


TASK | remove rsyslog configuration for podman healthcheck log
ASK | remove unneeded podman-related rsyslog configuration
FATAL | remove unneeded podman-related rsyslog configuration | controller-0 | error={"changed": false, "msg": "Unsupported parameters for (ansible.builtin.file) module: ignore_errors, register. Supported parameters include: access_time_format, modification_time_format, seuser, unsafe_writes, attributes (attr), _original_basename, recurse, follow, selevel, modification_time, src, mode, serole, setype, path (dest, name), group, access_time, owner, _diff_peek, force, state."}


Impact:
Users who have rsyslog deployed in OSP17.0 will not be able to perform upgrade/update

Tested with RHOS-17.0-RHEL-9-20230111.n.2
with the latest osp17.0.1 compose update successfully passed
