Please build aria2 for RHEL9. It's present in previous RHEL (7 & 8) and Fedora 34, 35, 36 and 37) versions, but missing for RHEL9 (EPEL9).

Re-assigning from wrong component "anope" to correct "aria2" (which provides /usr/bin/aria2c).
