Description of problem:
Install CNV 4.11 cluster and then upgrade its OCP to 4.12, create vm from a template which has boot source available, the "Quick create VirtualMachine" does not show up

1. Install CNV 4.11 cluster and then upgrade its OCP to 4.12
2. create vm from a template which has boot source available

Actual results:
"Quick create VirtualMachine" does not show up

"Quick create VirtualMachine" is available

verified on CNV-v4.11.2-34

Raise the severity as "Quick create VirtualMachine" does not show up after Cluster upgraded to OCP 4.12. 
And the PR is not in the 4.11.2 GA build(CNV-v4.11.2-30), we have to move it to 4.11.3 CNV.
