I'm the package maintainer for xmlrpc-c in Fedora and I've been working on some updates to make the package maintainable again and fix some bugs.

The Meson build code added years ago was never official and has since been abandoned.  My updates convert over to the standard "make" build method as supported by upstream.  It also resolves 2 BZ's (which were filed for Fedora but apply equally to RHEL):

I also updated the package from 1.51.0 to 1.51.08 which contains a few other bugfixes.

In the future an upgrade to 1.54.x should probably be considered as 1.51 is no longer maintained upstream but that's a discussion for another time.
