Description of problem:
Multiple failures in the setUp in Tobiko.tests.scenario.neutron.test_floating_ip.py [0] due to recent change [1].

Most likely the test needs updating since the error happens during setup but it could be be a product issue as well. We need to debug further and fix for 17.0+ release [2]
