Description of problem:
Based on the upstream report: https://github.com/virtio-win/kvm-guest-drivers-windows/issues/830

the minimum(32) of RxCapacity in 'defaultConfiguration' does not equal the minimum(16) in inf.
This will cause the value(16) set by Device manager does not take effect.

Upstream fix: https://github.com/virtio-win/kvm-guest-drivers-windows/pull/881

To test:
1. Set RxCapacity to 16 in the device manager 
2. Run iperf test

Set the RxCapacity to 16 in the device manager,and run iperf test.Did not found any errors or warning.

So move the BZ to verified.Thanks!
