Description of problem:
The version of TBB in Rawhide is over 2 years old, there doesn't seem to be any meaningful commits in the last 2 years:
https://src.fedoraproject.org/rpms/tbb/commits/rawhide

The latest version of opencascade requires at least 2021.5.0.

for the record, there is also bug #2036372 with some background about the reasons for staying on the old version ...
