python3.11dist(python-vlc) is in the rpmfusion repository. You need to either patch the dependency out or move this package there. Let me know if you need further info.

python-vlc is not referenced in the spec file so not sure at present where the dependency comes from.
Code works without python-vlc but puts up a message telling the user to install it!
