We're working to add Python 3.11 and a suite of ecosystem packages into RHEL 8, see BZ#2137139.

This bug is for adding the mpdecimal component to support building the Python 3.11 interpreter.

As mpdecimal is needed by Python 3.11 at runtime, we're planning to add it to the AppStream repo.
