We're working to add Python 3.11 and a suite of ecosystem packages into RHEL 8, see BZ#2137139.

This bug is for adding `python3.11-setuptools-rust` into RHEL 8 CRB as part of the suite of Python 3.11 packages.

There's been a slight mixup, this package is actually for adding `python3.11-setuptools-rust` into RHEL 8 CRB as part of the suite of Python 3.11 packages.
