Please branch and build python-notebook in epel9.

If you do not wish to maintain python-notebook in epel9,
or do not think you will be able to do this in a timely manner,
the EPEL Packagers SIG would be happy to be a co-maintainer of the package;
please add the epel-packagers-sig group through
https://src.fedoraproject.org/rpms/python-notebook/addgroup
and grant it commit access, or collaborator access on epel* branches.

I would also be happy to be a co-maintainer (FAS: jonathanspw).

I can be the primary contact for EPEL (FAS: jonathanspw).

I am not interested in maintaining the notebook stack in epel9.

Happy to give the EPEL maintainership to a specific maintainer, but I'd rather not give it to a group (I am afraid that in the end, nobody would maintain it in that case).

Note that notebook is a very large stack with a lot of missing dependencies, so please let's prep everything before attempting to branch and build this.
