Description of problem:
Pacemaker has started running validate-all action before creating the resource. It doesnt provide notify/promotable settings while doing so, so we need to only run these checks when OCF_CHECK_LEVEL=10.

1. pcs resource create IPsrcaddr ... on node where IPaddr2 resource isnt currently running

Fails.

Succeeds.
