Delete redis-bundle always unless octavia/designate is being use.

iiuc since we already have https://review.opendev.org/c/openstack/tripleo-heat-templates/+/825213 we should be good, assuming we have  https://review.opendev.org/c/openstack/tripleo-heat-templates/+/865729. We should test that.

re-reading the patch (me--) that is only showing a warning and leaving it up to the user to delete the resource.

 - Designate
 - Legacy telemetry

 Takashi: we have the task to remove redis in upgrade tasks as well. Probably we have to understand why it does not work ?

 Juan: We might need to add something similar to https://review.opendev.org/c/openstack/tripleo-heat-templates/+/559317/2/environments/lifecycle/upgrade-prepare.yaml
       OS::TripleO::Services::Redis: OS::Heat::None
       So by default Redis is disable and it can be overwritten with other environment file.
       There is also another thing to keep in mind, the redis bundle was not properly upgraded. The container and the bundle was still in the previous version after the upgrade.
