faillog does not print anything when called with data in it's input file. 
strace shows that it opens then closes the file and calls nothing
inbetween.  It can be fixed by upgrading to the shadow-utils in RHL6.1 or
RHL6.2.

Yes, the versions included in RHL 6.1 and later work.
