all pvc are listed in the dropdown list

Description of problem:
Have some PVCs in terminated status, create vm from PVC or existing PVC, these PVC in terminated status can be chosen to create the vm, once the VM is created, it cannot be started or schedulable.

Steps to Reproduce:
1. Have some PVCs in terminated status
2. Create VM from these PVCs
3. VM cannot be started or schedulable

Actual results:
VM cannot be started or schedulable

Expected results:
Only these PVCs in good status are showing in the pvc dropdown list
