Description of problem:

This is a general rebase bug to rebase mingw-gcc to the match Fedora Rawhide
in RHEL 9.2.

We've done the work on these already, and they are not supported
hence don't need testing, so please don't NAK them.

Tested with:
mingw-binutils-2.39-2.el9

The package can be installed successfully and it's included in latest nightly compose, so move the bug to VERIFIED.
