Description of problem:
Latest upstream version of OpenSCAP (1.3.7) fixes bugs reported in RHEL and by upstream community. Namely:
- fix xmlfilecontent probe (rhbz#2138884)
- fix file permission problems when running as sudo (rhbz#2048571)
The API/ABI is fully compatible with previous release shipped in RHEL 9.1.

1. rpm -q openscap
Actual results:
older version of openscap is shipped in RHEL

Expected results:
OpenSCAP 1.3.7 is shipped in RHEL

OpenSCAP 1.3.7 has been released: https://github.com/OpenSCAP/openscap/releases/tag/1.3.7
