1. Proposed title of this feature request

[RFE]  Add syncable format to incremental exports

3. What is the nature and description of the request?

The hammer command can be used to create complete exports in syncable (RPM) format using the option '--format syncable'.  However, this option is not available for incremental exports.  The customer would like this option to be made available for incremental exports.
